పుదుచ్చేరిలోని పిల్లైయార్కుప్పం అది. గ్రామ కౌన్సిలర్లు, పుదుచ్చేరి పర్యావరణ శాఖ అధికారులు కలిసి ప్లాస్టిక్రహిత గ్రామ నిర్మాణానికి ఏళ్ల కిందట ఓ బృందంగా ఏర్పడ్డారు. ఒకసారి వాడిపారేసే ప్లాస్టిక్ను తరిమికొట్టేందుకు వస్త్రం, కాగితంతో తయారుచేసిన సంచులను వినియోగించడం ప్రారంభించారు. 2010లోనే ప్లాస్టిక్ రహితంగా గుర్తింపు పొందిన ఈ గ్రామం ప్రస్తుతం పర్యటక స్థలంగాను కీర్తి గడించింది.

పరిశుభ్రతతో కూడిన పర్యావరణాన్ని సృష్టించేందుకు నడుం బిగించింది ఆ గ్రామం. ఒకసారి వాడిపారేసే ప్లాస్టిక్ నియంత్రణ దిశగా చక్కటి విధానాన్ని అవలంబిస్తోంది.

పుదుచ్చేరిలోని పిల్లైయార్కుప్పం గ్రామస్థులు ఒకసారి వాడిపారేసే ప్లాస్టిక్పై సమష్టి యుద్ధం ప్రకటించారు. గ్రామ కౌన్సిలర్లు, పుదుచ్చేరి పర్యావరణ విభాగంతో కలిసి ఓ బృందంగా ఏర్పడి ప్లాస్టిక్ నియంత్రణకు కృషి చేస్తున్నారు.

వాడిపారేసే ప్లాస్టిక్కు చెక్ పెట్టే దిశగా వస్త్రం, కాగితంతో చేసిన సంచుల తయారీలో ఈ బృంద సభ్యులు శిక్షణ పొందారు.

ఈ బృందం తయారుచేసిన బ్యాగులను స్థానిక షాపులు, కిరణా దుకాణాల వారికి అందిస్తున్నారు. వీరు చేస్తోన్న కృషి ప్రజల మన్ననలు అందుకుంటోంది.

"పిల్లైయార్కుప్పం ప్లాస్టిక్ రహిత గ్రామంగా 2010లోనే గుర్తింపు పొందింది. పాలిథిన్ సంచులకు బదులుగా వస్త్ర, కాగితం బ్యాగులను వాడాలని మేం ప్రజలకు అవగాహన కల్పిస్తున్నాం. దుకాణాల్లో ఈ బ్యాగులను అందిస్తున్నాం. వాడిపారేసే బ్యాగులకు ప్రత్యామ్నాయంగా ఉపయోగిస్తోన్న వీటి తయారీ కోసం స్థానిక మహిళలు, యువతకు సరైన రీతిలో శిక్షణ అందించాం. ప్రస్తుతం ఈ గ్రామంలో ప్లాస్టిక్ సంచుల వినియోగం లేదు."

"Case C-7818, European Commission versus Hungary. In this case, advocate general Campos Sanchez-Bordona proposed to the court to allow his appeal and note that Hungary has failed to fulfill its obligations under Article 63 of the EU by infringing Articles 7, 8 and 12 of the Charter of Fundamental Rights of the European Union, to the extent that the law on transparency of organisations receiving aid from abroad have introduced unjustified restrictions on donations from abroad which have benefited certain organisations and foundations established in Hungary."

STORYLINE:
Restrictions imposed by Hungary on the financing from abroad of non-governmental organisations are incompatible with EU law, according to an opinion issued Tuesday by the European Union's Court of Justice.
In 2017, Hungary adopted legislation forcing NGOs receiving foreign funding of more than 7.2 million forints (US$ 24,090, 21,615 euros) a year to register the fact with the courts and identify themselves as foreign-funded in their online and printed publications. NGOs also have to list foreign sponsors giving them more than 500-thousand forints (US$1,670, 1,500 euros) annually.
The law is nominally meant to increase transparency among civic groups and boost efforts against money laundering and the financing of terrorism, but the non-binding opinion issued by Advocate General Manuel Campos Sanchez-Bordona found that the rules are disproportionate and unjustified.
He said they unduly restrict the free movement of capital and interfere with a number of fundamental rights, including the right to freedom of association and the protection of private life and personal data.
The Advocate General also said that foreign donors may be dissuaded from making donations because of the possible stigmatising effect of the publication of the details of those transactions, and that EU rules on the fight against money laundering and against terrorist financing "are sufficient for the purposes of guaranteeing adequate protection."
The opinion found the threshold of 500-thousand forints was "excessively low given the gravity of the resulting interference" and that there is no differentiation between donations coming from other EU countries and those from outside the EU.
The EU Court of Justice, based in Luxembourg, is beginning to deliberate in the case. While it is not forced to follow the opinion of the Advocate General, the court's rulings are often similar to the opinions.
Three Hungarian NGOs said they were confident that, in light of the Advocate General's opinion, the EU court would bring a ruling which would allow the Hungarian legislation to be repealed.
The legislation, approved in June 2017, was described at the time by Amnesty International as a "vicious and calculated assault on civil society" meant to silence critical voices in Hungary.
The Hungarian government said the rules would serve to vet the "Soros network" - NGOs which get at least some of their funding from the Open Society Foundations set up by Hungarian-American billionaire George Soros, whom Prime Minister Viktor Orban has repeatedly said seeks to influence Hungarian policies.
In July 2017, the EU Commission launched an infringement procedure against Hungary. The case reached the Court of Justice in early 2018.
