Puri Custodial Death: NHRC seeks report from state government

The National Human Rights Commission has asked an action-taken report from the Chief Secretary and the DGP of Odisha in a case related to the custodial death of a person in Puri. They have been directed to submit the report within 4 weeks.

New Delhi: The National Human Rights Commission (NHRC) sought a report from the Odisha government in connection with an alleged custodial death of a person in Puri.

The NHRC has sent a notice to DGP and Chief Secretary of Odisha and has directed to submit a report within 4 weeks.

Sambit Patra, BJP's National spokesperson had moved to NHRC seeking intervention in the matter on Friday and had met NHRC officials.

Patra had stated, "I have complained to the NHRC about the custodial death of K Ramesh in Puri. I have also complained about the inhuman way the deceased's parent have been picked up by local police and are being held at some undisclosed location NHRC has assured us help."

Patra also met family members of K Ramesh and the local unit of BJP protested against the death and demanded justice.

As per reports, K Ramesh died on Wednesday night. The local police said that he was arrested after a tussle with police while he was roaming around with the sharp weapon. Although, the family had denied these allegations and said that he was arrested from the house and died due to custodial torture.

This case ensued ruckus during the winter session of Odisha assembly after the opposition parties demanded strict action.

The National Human Rights Commission had issued updated guidelines to all state governments in January 2001 to streamline the procedure of intimating the details of custodial deaths.

The commission had issued general instructions in 1993 that within 24 hours of the occurrence of any custodial death, the commission must be given intimation about it.

These intimations were to be followed with post mortem reports, magisterial enquiry reports, videography reports of Postmortem etc.

In the updated guidelines of 2001, the commission had instructed all reports including postmortem video graph and magisterial enquiry report must be sent within 2 months of the incident.
