While a few hazarded a guess as to who would be the first CDS, many others favoured a five-star General or equivalent to man the post.

CDS to act as 'Principal Military Adviser' to Defence Minister
Government Sources: Chief of Defence Staff will act as Principal Military Adviser to Defence Minister on tri-services matters.
The three Chiefs will continue to advise Defence Minister on matters exclusively concerning their respective services.
- CDS post would be held by a four-star General and he would not be eligible to hold any Government office after demitting the office of CDS.
- He will also not hold any private employment without prior approval for a period of 5 years after the demitting office of CDS.
- The department of military affairs under the Chief of Defence Staff will facilitate the restructuring of military commands for optimal utilization of resources by bringing about jointness in operations, including through the establishment of joint/theatre commands.

The Cabinet Committee on Security (CCS) on Tuesday approved the creation of a chief of defence staff (CDS), who will be the single-point military adviser to the government as suggested by the Kargil Review Committee in 1999, official sources said.
The CCS also approved the report of a high-level committee, headed by National Security Advisor Ajit Doval, which finalised responsibilities and the enabling framework for the CDS, they said.
In a landmark military reform, Prime Minister Narendra Modi on August 15 announced that India will have a CDS as head of the tri-services.
Days after the prime minister's announcement, an Implementation Committee headed by Doval was appointed to finalise an enabling framework and determine the exact responsibilities for the CDS.

New Delhi: The Centre is shortly expected to make the announcement regarding the charter of duties for the Chief of Defence Staff and the officer to be appointed for the post.
