Farmers reaction over SC order

Farmers reacting over the Supreme Court's orders incentive of Rs 100/quintal for small & marginal farmers, said the decisions taken by the SC have to be implemented soon, in order to tackle the current situation.

"We don't believe on Government's decision until they got implemented, they added.

Another one said that the Supreme court's decision is for farmers benefit and we appreciate that, but the actual problem is yet to be solved and we all hope for good.

Delhi Chief Minister Arvind Kejriwal on Wednesday said he was glad to see that pollution levels had come down, but efforts have to be made to ensure there is no increase. 

Delhi breathed easier on Wednesday as pollution levels dropped further due to moderate wind speed though weather experts feared a cloud cover at night and light drizzle could lead to deterioration of air quality. 

The PM 2.5 -- tiny particulate matter less than 2.5 microns in diameter that can enter into the lungs and event the bloodstream -- and PM 10 levels also dropped.

"At 2 pm today, PM 2.5 -39, PM 10 - 96. I am glad pollution is coming down. We have to keep up our efforts so that coming days do not see any spike. Grateful to everyone whoever made efforts to reduce it," Kejriwal said in a tweet.

SC orders incentive for small & marginal farmers

Supreme Court orders incentive of Rs 100/quintal for small & marginal farmers to handle residue of non-Basmati rice crops for small and marginal farmers in states of Punjab, Haryana and Uttar Pradesh.

State governments have also been ordered to provide machines on a hiring basis and also operational expenses for hiring these machines to small and marginal farmers. This will help them deal with crop stubble (parali).

The Supreme Court Wednesday said it is a question of life and death of crores of people in Delhi-NCR region which is facing severe air pollution and the authorities have to be held responsible for its failure to curb it.

"Can you permit people to die like this due to pollution? Can you permit the country to go back by 100 years," observed a bench headed by Justice Arun Mishra.

"We have to make government responsible for this," the bench said and asked, "Why can't govt machinery stop stubble burning?

Coming down heavily on state governments, the top court said that if they don't bother about people, they have no right to be in power.

"You (states) have forgotten the concept of welfare government. They are not bothered about poor people, this is very unfortunate," said the bench, also comprising Justice Deepak Gupta.
It also questioned as to why the state governments cannot collect and purchase stubble from farmers.

"We expect more from the democratic government of the country to deal with the issue of stubble burning and curb pollution," the bench said, adding that "it is a question of life and death of crores of people. We have to make the govt responsible for this".

Criticising the Centre and the Punjab chief secretary of the lack of action in curbing stubble burning despite knowing that air pollution is an annual menace, Justice Mishra said that the apex court will hold authorities responsible for the collection of stubble so that farmers are not pushed to burn it.
