ਚੰਡੀਗੜ੍ਹ : ਕਰਨਾਟਕ ਸਰਕਾਰ ਚੌਲਾਂ ਦੀ ਕਮੀ ਦਾ ਰੋਣਾ ਰੋ ਰਹੀ ਹੈ। ਕਰਨਾਟਕ ਦੀ ਕਾਂਗਰਸ ਸਰਕਾਰ ਅੰਨਾ ਭਾਗਿਆ ਯੋਜਨਾ ਸ਼ੁਰੂ ਕਰਨ ਦੀ ਤਾਕ ਵਿੱਚ ਹੈ। ਇਸ ਯੋਜਨਾ ਤਹਿਤ ਕਰਨਾਟਕ ਸਰਕਾਰ ਬੀਪੀਐਲ ਕਾਰਡ ਧਾਰਕਾਂ ਨੂੰ 5 ਕਿਲੋ ਕਣਕ ਅਤੇ 10 ਕਿਲੋ ਚੌਲ ਮੁਹੱਈਆ ਕਰਵਾਉਣ ਦੀ ਯੋਜਨਾ ਬਣਾ ਰਹੀ ਹੈ। ਪਰ ਸਰਕਾਰ ਕੋਲ ਇਸ ਸਕੀਮ ਲਈ ਲੋੜੀਂਦੀ ਮਾਤਰਾ ਵਿੱਚ ਚੌਲ ਨਹੀਂ ਹਨ। ਜਿਸ ਕਾਰਨ ਉਹ ਐਫਸੀਆਈ ਤੋਂ ਚੌਲਾਂ ਦੀ ਮੰਗ ਕਰ ਰਹੇ ਹਨ। ਰਿਪੋਰਟਾਂ ਮੁਤਾਬਕ ਐਫਸੀਆਈ ਦੇ ਇਨਕਾਰ ਤੋਂ ਬਾਅਦ ਕਰਨਾਟਕ ਵਿੱਚ ਕਾਂਗਰਸੀ ਆਗੂ ਤੇ ਵਰਕਰ ਵੀ ਕੇਂਦਰ ਸਰਕਾਰ ਖ਼ਿਲਾਫ਼ ਪ੍ਰਦਰਸ਼ਨ ਕਰ ਰਹੇ ਹਨ। ਇਹੀ ਨਹੀਂ ਕਰਨਾਟਕ ਭਾਜਪਾ ਵੀ ਇਸ ਮਾਮਲੇ 'ਚ ਸੂਬਾ ਸਰਕਾਰ ਨੂੰ ਘੇਰ ਰਹੀ ਹੈ।

ਕਰਨਾਟਕ ਭਾਜਪਾ ਕਰ ਰਹੀ ਹੈ ਪ੍ਰਦਰਸ਼ਨ : ਕਰਨਾਟਕ ਭਾਜਪਾ ਸੂਬਾ ਸਰਕਾਰ ਖਿਲਾਫ ਪ੍ਰਦਰਸ਼ਨ ਕਰ ਰਹੀ ਹੈ ਅਤੇ ਸਰਕਾਰ ਵੱਲੋਂ ਐਲਾਨੀ ਗਈ ਅੰਨਾ ਭਾਗਿਆ ਯੋਜਨਾ ਨੂੰ ਸ਼ੁਰੂ ਨਾ ਕਰਨ ਦਾ ਦੋਸ਼ ਲਗਾ ਰਹੀ ਹੈ। ਕਰਨਾਟਕ ਸਰਕਾਰ ਦੀ ਇਸ ਅਭਿਲਾਸ਼ੀ ਯੋਜਨਾ ਨੂੰ ਲੈ ਕੇ ਕਰਨਾਟਕ 'ਚ ਸਿਆਸਤ ਗਰਮਾਈ ਹੋਈ ਹੈ। ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਇਸ ਮਾਮਲੇ 'ਚ ਕਰਨਾਟਕ ਸਰਕਾਰ ਦੀ ਤਰਫੋਂ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਖੁਦ ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਨਾਲ ਸੰਪਰਕ ਕੀਤਾ ਹੈ ਅਤੇ ਕਰਨਾਟਕ ਸਰਕਾਰ ਪੰਜਾਬ ਤੋਂ ਚੌਲ ਦੇਣ ਦੀ ਤਿਆਰੀ ਕਰ ਰਹੀ ਹੈ। ਜਾਣਕਾਰੀ ਮੁਤਾਬਕ ਕਰਨਾਟਕ 'ਚ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਕਨਵੀਨਰ ਪ੍ਰਿਥਵੀ ਰੈੱਡੀ ਵਲੋਂ ਇਸ ਕੰਮ 'ਚ ਕਰਨਾਟਕ ਸਰਕਾਰ ਦੀ ਮਦਦ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ। ਦੱਸਿਆ ਜਾ ਰਿਹਾ ਹੈ ਕਿ ਕਰਨਾਟਕ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਦੇ ਕਨਵੀਨਰ ਨੇ ਇਸ ਮਾਮਲੇ 'ਚ ਮੁੱਖ ਮੰਤਰੀ ਸਿੱਧਰਮਈਆ ਨੂੰ ਪੱਤਰ ਲਿਖਿਆ ਹੈ। ਜਿਸ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਜਾਣਕਾਰੀ ਦਿੱਤੀ ਹੈ ਕਿ ਪੰਜਾਬ ਦੀ ਭਗਵੰਤ ਮਾਨ ਦੀ ਸਰਕਾਰ ਕਰਨਾਟਕ ਦੀ ਮਦਦ ਕਰਨ ਲਈ ਤਿਆਰ ਹੈ। ਜਿਸ ਤਹਿਤ ਪੰਜਾਬ ਕਰਨਾਟਕ ਸਰਕਾਰ ਦੀ ਬੀ.ਪੀ.ਐਲ ਪਰਿਵਾਰਾਂ ਨੂੰ ਚੌਲ ਦੇਣ ਦੀ ਸਕੀਮ ਚਲਾਉਣ ਵਿੱਚ ਮਦਦ ਕਰ ਸਕਦਾ ਹੈ।

ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਨਹੀਂ ਕੀਤੀ ਪੁਸ਼ਟੀ : ਹਾਲਾਂਕਿ ਜਦੋਂ ਇਸ ਮਾਮਲੇ ਸਬੰਧੀ ਪੰਜਾਬ ਸਰਕਾਰ ਵਿੱਚ ਵਿੱਤ ਮੰਤਰੀ ਹਰਪਾਲ ਸਿੰਘ ਚੀਮਾ ਨਾਲ ਗੱਲਬਾਤ ਕੀਤੀ ਗਈ ਤਾਂ ਉਨ੍ਹਾਂ ਨੇ ਰਿਕਾਰਡ 'ਤੇ ਕੁਝ ਵੀ ਨਹੀਂ ਕਿਹਾ ਪਰ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਇਸ ਮਾਮਲੇ ਬਾਰੇ ਕੋਈ ਜਾਣਕਾਰੀ ਨਹੀਂ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਹੀ ਪੰਜਾਬ ਕਾਂਗਰਸ ਦੇ ਆਗੂ ਅਤੇ ਵਿਰੋਧੀ ਧਿਰ ਦੇ ਨੇਤਾ ਪ੍ਰਤਾਪ ਸਿੰਘ ਬਾਜਵਾ ਨੇ ਵੀ ਕਿਹਾ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਇਸ ਮਾਮਲੇ ਬਾਰੇ ਕਿਸੇ ਕਿਸਮ ਦੀ ਜਾਣਕਾਰੀ ਨਹੀਂ ਹੈ। ਹਾਲਾਂਕਿ ਇਸ ਮੁੱਦੇ ਨੂੰ ਲੈ ਕੇ ਕਰਨਾਟਕ 'ਚ ਵੀ ਤਿੱਖੀ ਰਾਜਨੀਤੀ ਹੋ ਰਹੀ ਹੈ। ਕਰਨਾਟਕ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਸਿੱਧਰਮਈਆ ਨੇ ਮੀਡੀਆ ਨੂੰ ਦੱਸਿਆ ਕਿ ਪਹਿਲਾਂ ਐਫਸੀਆਈ ਨੇ ਉਨ੍ਹਾਂ ਨੂੰ ਚੌਲ ਦੇਣ ਲਈ ਸਹਿਮਤੀ ਦਿੱਤੀ ਸੀ। ਪਰ 14 ਜੂਨ ਨੂੰ ਫਿਰ ਇੱਕ ਪੱਤਰ ਆਇਆ ਜਿਸ ਵਿੱਚ ਐਫਸੀਆਈ ਨੇ ਚੌਲ ਅਤੇ ਕਣਕ ਦੇਣ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ। ਉਸ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਹੈ ਕਿ ਜੇਕਰ ਐਫਸੀਆਈ ਦੇ ਸਟਾਕ ਵਿੱਚ ਚੌਲ-ਕਣਕ ਨਹੀਂ ਸੀ ਤਾਂ ਉਹ ਪਹਿਲਾਂ ਕਿਉਂ ਸਹਿਮਤ ਹੋਏ। ਉਨ੍ਹਾਂ ਐਫਡੀਆਈ ਦੇ ਇਸ ਫੈਸਲੇ ਨੂੰ ਗਰੀਬਾਂ ਦੇ ਖਿਲਾਫ ਦੱਸਿਆ ਹੈ।

ਇੱਥੇ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਕਰਨਾਟਕ ਦੇ ਉਪ ਮੁੱਖ ਮੰਤਰੀ ਡੀਕੇ ਸ਼ਿਵਕੁਮਾਰ ਨੇ ਕਿਹਾ ਹੈ ਕਿ ਉਨ੍ਹਾਂ ਦੀ ਸਰਕਾਰ ਚੌਲਾਂ ਅਤੇ ਕਣਕ ਦੇ ਮਾਮਲੇ ਨੂੰ ਲੈ ਕੇ ਛੱਤੀਸਗੜ੍ਹ ਅਤੇ ਪੰਜਾਬ ਸਰਕਾਰ ਨਾਲ ਗੱਲ ਕਰ ਰਹੀ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਸੀਂ ਕੇਂਦਰ ਸਰਕਾਰ ਨੂੰ ਬੇਨਤੀ ਕਰਦੇ ਹਾਂ ਕਿ ਇਸ ਮਾਮਲੇ ਵਿੱਚ ਰਾਜਨੀਤੀ ਨਾ ਕੀਤੀ ਜਾਵੇ। ਉਨ੍ਹਾਂ ਨੇ ਇਹ ਵੀ ਕਿਹਾ ਹੈ ਕਿ ਅਸੀਂ ਕਿਸੇ ਤੋਂ ਮੁਫਤ ਇਲਾਜ ਨਹੀਂ ਲੈ ਰਹੇ, ਕਰਨਾਟਕ ਸਰਕਾਰ ਅਨਾਜ ਖਰੀਦਣ ਦੇ ਸਮਰੱਥ ਹੈ।

ਕਰਨਾਟਕ ਨੂੰ ਕਿੰਨੀ ਲੋੜ : ਕਰਨਾਟਕ ਸਰਕਾਰ ਨੂੰ ਆਪਣੀ ਅਭਿਲਾਸ਼ੀ ਯੋਜਨਾ ਅੰਨਾ ਭਾਗਿਆ ਯੋਜਨਾ ਲਈ 2.28 ਲੱਖ ਮੀਟ੍ਰਿਕ ਟਨ ਚੌਲਾਂ ਦੀ ਲੋੜ ਹੈ। ਜਿਸ ਨਾਲ ਉਹ ਬੀਪੀਐਲ ਪਰਿਵਾਰਾਂ ਨੂੰ ਪ੍ਰਤੀ ਮਹੀਨਾ 10 ਕਿਲੋ ਚੌਲ ਦੇ ਸਕਦਾ ਹੈ। ਜਾਣਕਾਰੀ ਮੁਤਾਬਕ ਛੱਤੀਸਗੜ੍ਹ ਸਰਕਾਰ ਕਰਨਾਟਕ ਨੂੰ 1.5 ਲੱਖ ਮੀਟ੍ਰਿਕ ਟਨ ਦੇਣ ਲਈ ਤਿਆਰ ਹੈ। ਦੂਜੇ ਪਾਸੇ ਕਰਨਾਟਕ ਆਮ ਆਦਮੀ ਪਾਰਟੀ ਪੰਜਾਬ ਸਰਕਾਰ ਤੋਂ ਬਾਕੀ ਚੌਲਾਂ ਲਈ ਕਰਨਾਟਕ ਸਰਕਾਰ ਦੀ ਮਦਦ ਕਰਨ ਲਈ ਤਿਆਰ ਹੈ। ਕਰਨਾਟਕ ਸਰਕਾਰ ਇਸ ਯੋਜਨਾ 'ਚ 5 ਕਿਲੋ ਵਾਧੂ ਚੌਲ ਦੇਣ 'ਤੇ ਇਕ ਮਹੀਨੇ 'ਚ 840 ਕਰੋੜ ਰੁਪਏ ਖਰਚ ਕਰੇਗੀ। ਜਿਸ 'ਤੇ ਇਸ ਸਕੀਮ 'ਤੇ ਸਾਲਾਨਾ 10, 092 ਕਰੋੜ ਰੁਪਏ ਖਰਚ ਹੋਣਗੇ।
