The monsoon session of Parliament concluded on Thursday after running for nearly a month since July 21.

The proceedings in both Houses, the Lok Sabha and the Rajya Sabha, commenced at 11 a.m. for the final sitting of the session. Throughout the monsoon session, multiple adjournments disrupted proceedings as the Opposition staged continuous protests. Their primary demand was for a detailed discussion on the voter list revision in Bihar ahead of the upcoming Assembly elections. Opposition parties have accused the Election Commission of India (ECI) and the ruling Bharatiya Janata Party (BJP) of "conspiring" to manipulate the voter list in the state.

On the final working day, the Rajya Sabha passed the Promotion and Regulation of Online Gaming Bill, 2025, which was moved by Union Information and Technology Minister Ashwini Vaishnaw. The legislation seeks to promote and regulate the online gaming industry, encompassing e-sports, educational games, and social gaming. It introduces stricter regulations for gaming platforms, particularly those involving real-money games such as poker.

Union Home Minister Amit Shah also introduced significant bills during the session, including one that mandates the removal of elected representatives who face arrest or detention on serious criminal charges. The legislation, if enacted, will apply to the Prime Minister, Union ministers, Chief Ministers, and ministers of Union Territories. Shah tabled three key bills -- The Government of Union Territories (Amendment) Bill 2025, the Constitution (One Hundred and Thirtieth Amendment) Bill 2025, and the Jammu and Kashmir Reorganisation (Amendment) Bill 2025. According to the provisions, any Prime Minister, Union minister, Chief Minister, or minister of a state or Union Territory who is arrested and remains in custody for 30 consecutive days in connection with offences carrying a minimum jail term of five years will be required to resign by the 31st day. In case of non-compliance, they will be automatically removed from office. The proposed legislation has been referred to a Joint Parliamentary Committee (JPC), which has been directed to submit its report on the opening day of the next parliamentary session. Shah assured that the Opposition would be given ample opportunity to raise objections and present its views before the panel.

The final day also saw continued protests by the Opposition MPs in both the Houses of Parliament - the Lok Sabha and Rajya Sabha.

Parliament LIVE | Online Gaming Bill, 2025 Passed In Rajya Sabha

The Rajya Sabha on Thursday passed the Promotion and Regulation of Online Gaming Bill, 2025, for boosting innovation and protecting citizens.

The Bill was moved by Union Information and Technology Minister Ashwini Vaishnaw in the Upper House after it resumed its proceedings at 2 PM. According to the Bill, it is equally important to ensure that society is protected from the potential harm of technology misuse. With this thought process, the government has brought forward the Promotion and Regulation of Online Gaming Bill, 2025.

The Promotion and Regulation of Online Gaming Bill, 2025 strikes a balanced path—encouraging innovation and youth engagement through safe and positive online gaming, while firmly prohibiting harmful online money games.

This Bill encourages e-sports and online social games while prohibiting harmful online money gaming services, advertisements, and financial transactions related to them. Bill also outlaws all online Betting and Gambling (Satta and Jua) activities – from Online Fantasy Sports to Online Gambling (like Poker, Rummy and other Card games) and Online Lotteries. This is to protect our youth from predatory online Real Money Gaming apps that manipulate them through misleading ‘monetary return promises’ into compulsive and addictive playing, which leaves entire families in financial distress.

Parliament Monsoon Session LIVE | Lok Sabha Adjourned Sine Die

The Lok Sabha was adjourned sine die on Thursday, with Speaker Om Birla lamenting the conduct of Opposition members during the Monsoon Session.

After an earlier adjournment at 11 am, the House met again at 12 noon, in which Birla lamented that in the entire session, efforts were made to disrupt the proceedings repeatedly. He said it was time for introspection for all, as not much discussion could take place during the month-long session.

The session commenced on July 21, in which the entire Opposition disrupted proceedings daily, seeking a discussion on the Special Intensive Revision (SIR) of electoral rolls in Bihar. After his valedictory address, Birla adjourned the House sine die (for an indefinite period).

Parliament LIVE | Congress MPs Seek Debate In Parliament On 'Electoral Fraud', Credibility Of Elections

Congress MPs in the Lok Sabha and Rajya Sabha on Thursday submitted motions seeking a discussion on alleged electoral fraud and concerns over the "credibility and inclusiveness of electoral systems." In the Lok Sabha, Congress whip Manickam Tagore moved an adjournment motion to discuss matters related to the Election Commission, especially the Special Intensive Revision (SIR) in poll-bound Bihar.
In his letter to the Lok Sabha Secretary-General, Tagore alleged, "I seek to move an adjournment motion to bring to the immediate attention of this House an issue of grave constitutional and democratic concern- the widespread manipulation of electoral rolls, the alarming conduct of the Election Commission of India (ECI), and the systematic disenfranchisement of legitimate voters, particularly in the state of Bihar."
Referring to allegations by party leader Rahul Gandhi, Tagore claimed that "credible reports" have emerged on how legitimate voters are falsely marked as deceased and deleted from the rolls in Bihar.
"Such discrepancies raise serious doubts about intent, transparency and impartiality of the SIR process, which increasingly appears to be a targeted exercise aimed at manipulating voter demographics to benefit the ruling party," he wrote.
He also criticised the recent changes to the Chief Election Commissioner and Election Commissioners Act, citing section 16, which gives present and past Commissioners immunity from legal action for decisions they take in office.
In his notice, Tagore demanded an immediate halt to the Bihar SIR, a parliamentary inquiry into allegations of voter roll manipulation, a review of the 2023 electoral laws, and "structural reforms" to ensure transparency and accountability of the ECI.
In the Rajya Sabha, Congress MP Syed Naseer Hussain submitted a suspension of business notice under Rule 267 to discuss 'the issues affecting the credibility and inclusiveness of electoral systems.'
"That this House suspend Zero Hour and the relevant rules pertaining to Question Hour and other businesses of the day to discuss the issues affecting the credibility and inclusiveness of the electoral systems. Serious concerns have risen about the exclusion of already precarious communities from the electoral rolls, particularly in the absence of adequate safeguards, transparency, and due process in their implementation," he wrote.
Congress MP Akhilesh Prasad Singh also filed a separate notice to discuss 'the concerns around the conduct of free and fair elections.'
"That this House suspend Zero Hour and the relevant rules pertaining to Question Hour and other businesses of the day to discuss the concerns around the conduct of free and fair elections. High levels of migration, displacement, and documentation-related vulnerabilities in certain states affect voter participation and require particular attention, as they raise grave apprehensions about the disenfranchisement of a large section of the poor and marginalized," he wrote.

Lok Sabha Passed 12 Bills, Rajya Sabha 14 in Monsoon Session Amid Opposition Protests

Twelve bills were passed by the Lok Sabha and 14 by the Rajya Sabha during the month-long Monsoon session of Parliament, which has witnessed repeated disruptions, adjournments and walkouts.

Barring discussions on Operation Sindoor in both Houses, the session has seen little business ever since it began on July 21 due to repeated disruptions and adjournments initially due to opposition demand for discussion on Operation Sindoor and then over demands for a discussion on the Special Intensive Revision exercise in Bihar. The Monsoon session is scheduled to end on Thursday.

The bills passed by the Lok Sabha are The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2025, The Merchant Shipping Bill, 2025, The Manipur Goods and Services Tax (Amendment) Bill, 2025, The Manipur Appropriation (No.2) Bill, 2025, The National Sports Governance Bill, 2025, and The National Anti-Doping (Amendment) Bill, 2025.

Other bills passed by the Lok Sabha are The Income-tax Bill, 2025, The Taxation Laws (Amendment) Bill, 2025, The Indian Ports Bill, 2025, The Mines and Minerals (Development and Regulation) Amendment Bill, 2025, The Indian Institutes of Management (Amendment) Bill, 2025 and The Promotion and Regulation of Online Gaming Bill, 2025.

Due to this obstinate behaviour, opposition missed participating in discussions on several important bills which were passed," a government functionary said.

In the Rajya Sabha, except for the Bills of Lading Bill, 2025, which was passed without any disruption on the first day of the Monsoon session, the other bills were passed after some discussion amid din or only after the Opposition parties staged a walkout, the functionary said.

Parliament LIVE | Rajya Sabha Adjourned Till 2 PM

Rajya Sabha proceedings were adjourned till the post-lunch session within minutes of assembly on Thursday, as Opposition parties protested rejection of their adjournment notices.

Soon after the listed papers and reports were tabled in the House, Deputy Chairman Harivansh said he has received 18 notices on four different subjects under Rule 267, which allows suspension of listed business to discuss matters being raised in them.

"Since none of the notices received today are in adherence with the requirements of the rules, I am not admitting any of the notices," he said.

This led to protests with several Opposition members up on their feet protesting the decision.

The Chair adjourned the proceedings till 2 pm.
